modifying .sct file

Why are the .sct files locked? I would like to be able to move to production using a device with less flash, RAM and pins. My understanding was that one of the key ideas behind mbed was that one could prototype using an mbed board and then use the same code in a production device. Exporting to a offline tool is a possible work around, although for some devices such as the STM32 the only offline tool chain supported is Keil.

You can make a new sct file in notepad, modify it, and import it. But I don't know if it will actually accept it. Also I am not sure that the sct file actually needs to be modified for this, the .s file needs to be, that I do know.
