Can we interface a wifi module to an ARM Cortex M3 by using the RX and TX pins?

What you require can of course be done :) .
Irrespective of platform you should look at the esp8266 wireless module:
Look at the guide here:

And library here:
https://developer.mbed.org/teams/ESP8266/
And this should be all you need to get up and running.
