The mbedWinSerial_16466.exe will not install without MBed hardware.
Using Windows 7 PC with a Redbear Nano with the MK20 USB board. According to the Getting Started instructions it states to down load the Serial Driver from MBed. The filename is mbedWinSerial_16466.exe and results with an error of "The driver could not be installed, no Mbed Micro were found."
Is there another driver available that does not require an MBED device? I do not want to buy an MBED just towork with the Redbear Nano.

Have you actually got a Redbear Nano with the MK20 Board? if so see section 2 https://developer.mbed.org/handbook/Windows-serial-configuration
if not you don't need the board if you just want to compile code, just select the Redbear Nano as a 'Platform' in the compiler. if you want to simulate/debug you would be advised to get a compiler such as uVision Keil and export the mbed project for that and use it's debugging/simulator full debugging with hardware or simulation without Hope this helps
Caveat: Keil has limited number of devices to simulate check their web pages
