Yes, the software supports building by different tools. If you look at the IDE, the export to other toolchains option is a good indicator of which ones have at least the framework support:
However, please note the exact support depends on the target platform, and what toolchains have been added/tested.
For mbed 3.0, we're going to be providing a free default command line toolchain too, and will move to running those same tools in the online IDE!
